Talk to Mira, the bartender in the Rawhide Saloon. She will give you 100 caps to take to Dusty in the city, in Dusty's Cantina (Before the entrance of the area where Tandi lives). He will thank you and you will be prompted to return to Mira, at which point she will reward you.
