Talk to the guard near Vault City inner gates (that, who gives citizenship). If you have at least 4 Intelligence and 3 Charisma you will be able to receive a job - to collect rent from Courtyard residents: Ed the Brahmin Dealer, Joshua, Smith, Happy Harry, and John McRae.

The collected tax amounts to 1000 caps, so some players just keep them instead of turning them in for xp.
