NOTE to devs: His extended description includes "a gecko hunter" and a limp left leg, which is likely an error - an apparent duplicate of Earl the Scout who is also involved in the same quest to get the bunker.
If you speak first with enough people at Necropolis during the Abandoned Bunker quest, you can get a dialogue option with Wally that allows you to purchase an Old Bunker Base.
